The Citizens’ Guide to a Modern Constitutional Convention released by the Pennsylvania Constitutional Convention Commission in October of 2009 was undertaken to determine how best to plan and implement a convention if and when one is called. The report also provides background on past constitutional conventions in Pennsylvania and the pros and cons of holding a convention. The Commission includes Common Cause/Pennsylvania, the Commonwealth Foundation, Democracy Rising Pennsylvania, and the League of Women Voters of Pennsylvania Citizen Education Fund. The Common Cause Education Fund served as the project director and administrative agent .
