Water and Sewer Infrastructure Upgrade Issues (2008 Policy Office Issue Brief)

The Creating a Sustainable Solution for Pennsylvania report (November 1, 2008) prepared by the Sustainable Water Infrastructure Task Force discusses options for addressing the need for additional financial resources to upgrade the state’s water and wastewater infrastructure. The report contains input collected at eight public meetings conducted throughout the Commonwealth and independent research and analysis performed by each of five working groups.

The Chesapeake Bay Tributary Strategy Compliance Cost Study (November 2008) prepared by the Legislative Budget and Finance Committee includes costs estimates for Pennsylvania to comply with the Strategy and reviews the Pennsylvania Nutrient Trading Program and potential funding sources for necessary system upgrades.

The Chesapeake Bay Program page on the Department of Environmental Protection’s website provides information on the Department’s actions regarding the Chesapeake Bay Tributary Strategy.

The Chesapeake Bay Commission’s website offers information about the Commission and its activities. The Chesapeake Bay Commission was created in 1980 to coordinate Bay-related policy across state lines and to develop shared solutions. The 21-member Commission includes the Governors and five legislators each from Maryland, Virginia and Pennsylvania.

The H2O PA - Water Supply, Sanitary Sewer and Storm Water Projects page provides links to the program’s guidelines and applications. The H2O PA Act was passed by the General Assembly in July 2008. The Act provides for single-year or multi-year grants to municipalities or municipal authorities to assist with the construction of drinking water, sanitary sewer and storm sewer projects.

The H2O PA - Flood Control Projects page includes links to the program’s guidelines and applications for projects which involve construction, improvement, repair or rehabilitation of all or part of a flood control system.

The H2O PA - High Hazard Unsafe Dam Projects page provides links to the program’s guidelines and applications for projects which involve the repair, rehabilitation, or removal of all or a part of a high hazard unsafe dam.

The Pennsylvania Infrastructure Investment Authority (PENNVEST) webpage includes information on the program’s low-interest loans and grants available to fund sewer, storm water and drinking water projects throughout the Commonwealth. PENNVEST also has a program administered in conjunction with the Pennsylvania Housing Finance Agency and a series of local banks that offers low interest funding for individual homeowners to pay for repair or replacement of malfunctioning on-lot septic systems.
